Within device manager I see two Intel C600/X79 chipset host controllers but no Renesas USB3 host controller or root hub. There was no Intel Chipset Software Installation Utility on within the Dell drivers so I installed the Intel Management Engine Components Installer after the Intel Chipset Device Software Driver. I have now installed a completely new fresh windows 7 64 and followed the instructions here before anything else was installed: I have opened the machine and checked the cable routing and to inspect for cable damage from the front panel to the USB3 socket or if a connector is lose or unplugged. I have removed the BIOS battery to reset the BIOS settings, left it unplugged for an hour with power button periodically pressed before reinstalling battery and power cable to restart. I have tried every BIOS version, rolling back to A06 and incrementally updating to see if any older BIOS will work. It is on UEFI with legacy roms enabled under advanced boot options. The USB3 ports front and rear have power (will each deliver power to a plugged in phone) but are otherwise non functional both front and rear. I have a dual 2687W v2 Precision T6710 running Windows 7 64.
